    Earlier--------Sources close to IGN are reporting that Senate Majority Leader Bill Frist has nearly succeeded in his effort to amend a Port Securities bill with prohibitive Internet gambling legislation. Frist, R-Tenn., has reportedly added provisions introduced by Rep. Jim Leach, R-Iowa, which target U.S.-based banks, credit card companies and other Internet payment systems, prohibiting them from making payments to online gambling companies. As of this afternoon, signatures are being collected on the bill. The amended Port Securities bill need only receive the signature of the President to be enacted.
    US President George W. Bush this week is expected to sign a bill making it harder to place bets on the Internet, a practice which already is illegal in the United States.

    Bush was expected to act quickly after Congress approved the Unlawful Internet Gambling Enforcement Act making it illegal for financial institutions and credit card companies to process payments to settle Internet bets. It also created stiff penalties for online wagers.

    Billions of dollars are wagered online each year and the United States is considered the biggest market.

    "It is extraordinary how many American families have been touched by large losses from Internet gambling," said US Representative Jim Leach, the bill's main sponsor in the House, in a statement after its passage early Saturday.

    The bill's chief Senate sponsor was conservative Republican Jon Kyl, who, like Leach, has said he believed Internet gambling was a moral threat. He has called online betting as the Internet version of crack cocaine.

    "Gambling can be highly addictive, especially when its done over an unregulated environment such as the Internet" he said this year.

    "If Congress had not acted, gamblers would soon be able to place bets not just from home computers, but from their cell phones while they drive home from work or their Blackberries as they wait in line at the movies," Leach said.

    The US Treasury Department and the Federal Reserve Board will jointly develop implementing rules for the new law, while financial institutions have nine months to incorporate its provision.

    Leach cited research which showed that young people who tend to spend hours of leisure time on the Internet, are particularly vulnerable.

    A 2005 survey by the University of Pennsylvania's Annenberg Public Policy Center found that 26 percent of male college students gamble in online card games at least once a month, while nearly 10 percent of all college students gambled online at some point last year.

    "Never has it been so easy to lose so much money so quickly at such a young age. The casino is in effect brought to the home, office and college dorm.

    "Children may play without verification, and betting with a credit card can undercut a players perception of the value of cash, which too easily leads to bankruptcy and crime," Leach said.

    Experts said the vast majority of bettors are placing wagers on poker.

    "Everyone loses if this industry continues its remarkable growth trends," Leach said.

    Republicans tucked the measure into a bill aimed at enhancing port security, which passed early Saturday.

    If the bill's language deals only with the movement of money via credit card, bank wire and instruments such as Neteller and Firepay, we can live with that. I can always send a cashiers check to a sportbook and receive payment in the same manner.

    But if the bill orders internet service providers to block access to offshore sportsbooks, that's a different matter. That could be a problem if ISPs quickly comply or if offshore sportsbooks cower and shut off access for U.S. bettors.

    If the language is highly restrictive, then the question becomes just how effective enforcement efforts might be. The guess here is that enforcement will be extremely difficult.

    Sorry that it's apparently come to this, but I guess it was just a matter of time. Frist has his eye on a 2008 presidential nomination and he is using this bill to appeal to the far religious right. He's determined to get this legislation passed regardless of the obvious underhanded manner in which it's being done.

    And another opinion:

    ISPs wont be able to effectively block access to gambling sites. Anyone can use an anonymous proxy to view any site they want.

        this guy is jus trying to make his claim to fame... even if for a short while... the US is just pissed this is not legal here and they are losing out on a ton of money...

        had a bill been proposed to legalize gambling in the United States, there would be a much more numerous amount of people outraged over that than this...

        It is a nice thought that they are trying to protect the young ones and those addicted, but it is not what they are setting out to do in the least bit... they just do not want to look like the bad guys here which they really are... alcohol survived prohibition, gambling will survive this nonesense... hell maybe everyone should just start a b00kmaking service...

                  this law will take 270 days before its enforced from what i gather, so no need to panic till then. leave your money there for now and see how this all shakes out

                              This is not good. I just checked the London Stock Exchange and all of the companies that own offshore gaming sites are down around 66%.

                              spearit. I can see sending offshores a Cashier Check OK, but cashing one from them to us, could be a problem. There are companies right now who process payments from some of the large offshores and the banks figured out whose money they were handling and refuse credit card transactions from them. Even Neteller can't use the my credit card from MBNA.

                              The ISP problem is easy to solve. Just use an ISP from another country. England and Canada have lots of them. The USA cannot order them to block access to offshores.

                              One other thing, can the bill still be valid and followed if legal action has been filed.
