Internet Help?

Man I tried everything and I even rebooted my entire system back to its original state and those same web pages are still loading slow

This problem has to be from my ISP...im gonna take my computer with me and log on from some WIFI joint and if the pages load fine then I will be certain

Oh well at least I saved everything that I needed
