foreigners, along with anyone else that wants to, buy us notes. so you can say that they own some of the national debt. thats how the govt covers the debt. this just shows how much confidence that other people in other countries have in the USA. it's just a big circle, we buy from other countries and they buy our notes. basically the money all comes back to us.
