Bover that is the way it is now with offshore books. Most credit card companies wont even let you open up you a netteller/paypal account with a credit card.
Credit card companies got burned by people maxing out 10,000$$ limits at offshore books and then peop;e going bankrupt, so they are very cautious with that.
