Paypal has a new payment method called Debit Bar -
quote from the paypal site -
"You can use the PayPal Debit Bar at ANY online website that accepts MasterCard."

their emphasis on 'at ANY'

has anyone tried this on the offshores? PayPal gave up
millions a year in fees when they stopped transfering to
gambling sites - is this their way of quietly re-entering the
market?

I don't think you will be able to use that for offshore sportsbooks. Ever since EBAY bought out paypal they made it clear that they wanted nothing to do with the gambling part. Plus Paypal was working with authorities in New York before being bought out by giving out gamblers personal information.

If I were you I would stick to some of the following choices:

Neteller.com
FirePay.com
Western Union which you can do online.
Or direct credit card, however if you have a mastercard as you mentioned that is hard to do as most books I don't believe take it for some reason.
