  • Online gambling study bill HR2140 on hold

A full schedule of 12 other bills, one of which involved weighty deliberations on the activities of former U.S. presidential adviser Karl Rove, resulted this week in the mark up of Nevada Representative Shelly Berkely's Bill HR2140 being rescheduled for September.

The Bill, titled "Internet Gambling Study Act," is a proposal to commission a thorough and independent study of online gambling and its full implications for the United States and its citizens. It has the support of the American Gaming Association and many politicians as a practical way to understand the pros and cons of regulation and possible taxation.

Due for markup before the House Judiciary Committee this week, consideration of HR2140 and other proposals was derailed by extensive discussions on whether Rove should be placed in contempt. Time constraints meant that other bills did not make the cut before Congress adjourned for the August recess, and that means rescheduling to September 2008.

Nevada Representative Shelley Berkley's proposal to launch an independent study of the pros and cons of legalising Internet gambling in the United States, H.R. 2140, the "Internet Gambling Study Act," goes before the House Judiciary Committee this week for markup.

The bill, which has the support of the American Gaming Association and 73 political co-sponsors, was introduced in May 2007 and proposes a one-year study on Internet gambling conducted by the National Academy of Sciences.

Opposition from pressure groups like Focus on the Family Action is already evident, with spokesman Chad Hills claiming that HR2140 is nothing more than the promotion of online gambling disguised as research.

His view is not shared by other industry observers, who contend that a in-depth, professional and independent study would confirm or dispel diverse perceptions by providing facts on Internet gambling, the technologies available to obviate criminal, problem or underage usage and the taxation implications of a regulated and legalised online gambling industry.

You also forget all of the money going to local bookies that the Government doesn't collect on either that regulation would put a big damper on as well.
