Austin if you call cris they will set you up with one.
Deposits: you but $ on the card to put in your acct. the easiest way to do this appears to be thru CC or Western Union....there are other options
Withdrawls: can be loaded to your card and picked up from Western Union or Most atm's...You can also use the card as a retail debit.
