Many scouts believe it to be the continuing checks-and-balances of a post-steroid era. "What people don't think about is that pitchers were on steroids, too," one veteran NL scout says. "Some of their velocities are down." As a result, the scout says, he and others are seeing a lack of confidence from some pitchers, which is causing them to fall behind in the count and then throw basic get-me-over fastballs, which hitters are crushing. What the steroids do for pitchers is decrease their muscle recovery time between starts. I know Ryan Franklin and his family. I was surprised as hell last year when he got busted. He's about 6'1" and weighs about 165...not exactly the prototype of a roid king.
