this is really messed up, dropping your pants to show you don't have 3 INCHES, I wouldn't do it, I'd just take the fine.

Read it again. It says it was hanging 3 inches out of his shorts (like down his leg). He pulled down to his boxers to show it isn't "That" big and it doesn't hang out. I would too if there were charges against me!
