Shrinking an Avatar

How do you go about shrinking a pic on your computer so you can use it as an Avatar?

adjust the image size to 95x95 pixels(if its square, rectangular pics need one dimension at 95) in the program you saved it with. I usually scan my avatrs and adjust the size in the scanners program

i downloaded a fews pics to a file and they are too big.Everytime i try to shrink them they disappear!How do you scan them Black.?

I use my scanner, but I recently saved some pics from rolling stone.com and was able to do the same process, you should have a toolbar that says file, edit, image, view, help etc, i click image, than size, and adjust the pixels, and than save the file. what photo programs do you have?
