To shrink a picture for an avatar??

You need any photo editing software, probably one that came on your computer. There is a resize option.

Right now I'm using Paint and every time I try and resize the image it just cuts off the bottom and right sides. I'm trying to shrink the whole image without losing anything in the picture.

Gator you can do it with paint. You have to resize it using the Edit options though. Do this at the top in the menu bar:

Click "Image"
Click "Stretch/Skew...."
Resize via percentages
