Under the driver's name when they show how far back, what does it mean when it says "OUT"?

Under the driver's name when they show how far back, what does it mean when it says "OUT"?

If it says OUT that means that they are out of the race and will not return for the rest of the race.. If it just says "OFF" that means that they are in the garage getting repairs to their cars so they can return to action..
