There are two answers here, one is correct.

1) Carolina thought the game was over and wen't to sleep and all of a sudden woke up after Green Bay was got within 3 and the game was in jeporady. Cmon Carolina was clearly the bettor team and if they gave there effort the full game this ends in a blow out.

2) The game was fixed. Carolina let them come back.

I think Madden is one of the better announcers but he sounds like he is a Packers fan. He gets pissed when Al Harris misses that tackle by saying god dannit or something like that. Then he humps Favre all damn game. I don't want to hear it, I'm trying to watch an unbiased football game.
