Pennington was lifted for Fiedler because his shoulder was bothering him. Fiedler just took a hit and it looked like he was holding his shoulder. They were looking at him on the field.
If Pennington can't come in, they would have to go to Bollinger and I think the rules are that if you go to the 3rd QB, numbers 1 and 2 can't come back in.
