So, what does this mean?

shows that the public is placing more wagers on one side more than the other.

meaning in order to balance out the money the line should move in the same way as the public money

i.e 60+% on Detroit @ -5

should move the line to -5.5

making Miami a more attractive side to wager upon.

Since the line is moving in the opposite direction

i.e. 40+% on Miami +5 to +4.5

means that Vegas/bookmakers are intentionally making one side more attractive than the other because:

either there is a very large amount of money on one side than the other

a lot of Sharp/Wiseguy players are on that side

they know something they feel gives them an advantage

This is a winning situation on average 7 out of 10 times.
