What does it mean?

Many services are on Texas with a few on Oklahoma. Yet the line has not moved. Is it a trap?

Any thoughts would be appreciated

I stuck with Pitt and Texas. Rip scared me a bit making note to most of the services on them both also, but my guy and other sources have no major majority of wagers or money one way or the other.
