Line Changes

Can somebody explain to me how Line Changes work?

currently on ********* the spread on the depaul@northwestern game has moved from depaul -2 to a pick'em game. The majority of the wagers already on depaul -2??
Maybe my economics is rusty, but doesn't the book wanted a 50/50 ratio between wagers, and a line shift in favor of Depaul, would suggest more wagers going to Depaul, this doesn't make sense to me.

WHAT DOES VEGAS KNOW THAT I DON'T?

In short, books can have 1 person dropping 3 dimes on NW and 60 more putting $50 on DePaul, meaning 98% of the action is on DePaul, but the money action is equal.
