changing avatars

Hey guys, would like to request a little technical help. I have a picture of my girlfriend I would like to use as my avatar, but keep getting a message that says it's too large, even though I've whittled it down to practically nothing. It was scanned on to my computer in its original 4x6 size. Any suggestions?

You have to shrink the size of the photo with some type of photo editing software to I believe 65x65

Actually it is 95 X 95 pixels.
