I made a new post about an hour ago, and I don't know what happened to it. I can not find it. Anyway, TD Waterhouse, $17 a trade. They do not charge a fee to set up an account, they provide access to great FREE information about stocks. (some places charge up to $12 for info) There is a fee for inactivity if you have less than 10 grand in the account. At least one trade every 3-6 months or you get the charge.
