My local does the same thing, so I decided a month ago to bet into him using 5 Dimes lines. Any time it looks like he would be betting me. I even get a favorite some times. I've been winning since. Try it it works.

My local just got by scoresa ndodds.com. Braves were -300, Oak -170, Angels -145. He lays off action if he is getting to much to another local.
