                  Got to be Philly...they have had some very good teams that just couldn't get it done. The Phils of the early 90's (see Joe Carter), the Randall Cunningham/Buddy Ryan Eagles, the recent Eagle teams..... The Cleveland teams, from what I can recall, have not been competitive for some time...the Browns, Cavs until last year...then again, Byner did fumble on the one and they did give up The Drive....flip a coin....

                    Good question. One would argue Cleveland is worse. Cleveland has gone 129 seasons without a championship.

                    Cleveland was a 4 sport town. The Barons played 3 seasons in the NHL. They haven't won since the Browns won in 1964. For the Indians they haven't appeared in the series in 54 years and haven't won since 1948. 60 years. The Cavs entered the league in 1970.

                      Didn't the Indians play in the WS twice in the 90's? I know they didn't win, but they still played.

                        Didnt the Braves beat Cleveland like 10-12 years ago in the world series. Im pretty sure they did, you might check that

                              They didn't win but they did play well.My Braves beat them in 95 but if people remember 5 of the 6 games were decided by 1 run.I know it was 13 years ago but just look at some of the guys who played in that series.
                              Clevland:Orel Hershiser,Albert Belle,Manny Ramirez,Eddie Murray,Jim Thome(sorry Rook) Dave Winfield,Tony Pene'.
                              Atlanta:Maddox,Glavine,Smoltz,Chipper,Fred McGriff and David Justice.
