Does the Rose Bowl get first pick after National Championship? Could they still pick Oklahoma or Georgia over crap ass Illinois?

I keep reading everyone assuming Georgia is tied into the Sugar Bowl, but I've also heard Rose gets first pick.

Is this just wishful thinking for this Bulldog?
