Lots of people don't wear life jackets. Most people have the "It Will Not Happen To Me" attitude.

When I was younger and skied, went tubing, or jet skied, I ALWAYS wore a vest. Anytime I go fishing, and we are traveling in the boat, my vest is on, and I too know how to swim, but anything can happen. I take no chances.
