    Some owners treat thier general managers like teen-agers on a allowance. They dole out a few bucks , then deliver a stearn lecture about spending it wisely and conclude with a warning not to come back for more.

    But players arent a extravagances , thier investments. Better players win more games , sell more tickets and attract more viewers to telecasts. A fixed payroll , if it cost wins , can be the greatest extravagance of all .

    Casual fans always jump on the bandwagons causing revenues of potential wins to soar for playoff contenders. According to John Bruger in the latest [ Journal of Sports Ecomomics ] the payoff for a per win is six times greater than a also-ran.

    Which brings me to the Royals .

    The team has flaws , however , and its clear that G.M. Allard Blair is being ask to fix them with no money. 40.5 millon payroll [ 2nd. smallest in baseball ] and a huge hole at 2nd. base [ where the Royals OBS is 20 % below the norm ] and strengthening thier pitching [ 11th. in the A.L. in ERA ] 10th. in opponet slugging % and 12 th. in baserunners allowed per nine innnings. Given some cash he could easily fix these things today.

    To paraphrase Kenny Rodgers [ the singer , not the lefty from Minn. ] you`ve got to know when to holdem , know when to foldem --- and know when to put more money on the table !

    Baird deserves more chips !
