HUMIDITY is the key factor for base ball travel, along with the wind....
You have cold air= resistance to travel==heavy ball
40 degrees at game time, so if the Humidity is any where above 51 percent----then the ball will have further resistance---heavy air, and travel less...........
Cross winds from 1st to 3rd, or from 3rd to 1st, at 11 miles an hour would not have any significant change on pitching from 60' and 6" away........If wind was behind, or in front of the pitch, would alter it a hair more........
A projectile from that distance, and small circumference, at a high rate of speed, 70MPH or greater, from just 60' 6" is hardly detectable.......
