August 31 is the deadline for trades in which the player must clear waivers. In order for the Cubs to make this deal, all of the teams with worse records than the Twins had to pass on making a waiver claim on Nevin. These deals, in fact, used to be more common. Now, with things being so cut-throat, only marginal players are able to be moved through waivers (guys like Nevin). That's why the only guys being moved now are wash-ups like Nevin, David Wells, etc.
I remember back in the 80s huge players were moved through on waiver deals. The Brewers won the American League in 1982 after picking up Don Sutton, a 300-game winner, on a waiver deal.
By the way, August 31 is also the cutoff for playoff rosters so any player acquired after this point would not be eleigible for post-season.

Yes...too Bad Their Pitching Staff Is Falling Apart...i Think This Will Be A Very Tough Stretch For The Twins ...i Think It Started When The Royals Took Two Of Three And Thumping By The Yankeees Lastnight. This Is A Gritty Bunch, Hopefully They Can Maintain....
