I think a big advantage has to be given to teams with weak schedules (especially non-conf games) and from weak conferences.
Examples:
Big 12 North
SEC West
Big East
Pac 10
Arkansas will win a lot more than people think. Louisville is a threat to run the table. Look out for Nebraska. Cal might lose only one game.
On the other hand, superior teams like Notre Dame, Ohio State, Florida State and others will suffer by playing too many brutal games
