You would say (to a teller):

Delaware Race 2 $(amount) exacta 4 and 7 with 3,4,7, & 8
Delaware Race 2 $(amount) trifecta 4 and 7 with 3,4,7, & 8
Delaware Race 2 $(amount) win 4

Delaware Race 3 $(amount) exacta 3 &7 with 1,3,& 7

When someone posts a play like that, the comma would be like saying 'and'; while the backslash would be like saying 'with'. AND would couple horses in a position while 'WITH' separates finish positions.
