I believe you can join brisnet without paying anything. I might be wrong. Another alternative would be to buy one of their cheaper products ($1) just to get a membership.

Youbet.com is the best site, but that is a monthly paid membership

xpressbet.com which is run by HRTV (Horse Racing TV) has real time odds, wagering (I have yet to use it to wager), and you can watch a lot of tracks live.
