I agree with your 1st sentence regarding they didn't plan it on sept 10. On the other hand, we're not weak right now, and I don't think terrorist view Obama as weak. Furhtermore, I don't think they care who's in office,they have a problem with US foriegn policy and economic policy as a whole, so they don't care who's in office.
