Simply put people are not going to mark a box that gives them less money, because they are honest. Some will, but a lot won't. I mean do you want to make 25% less than the guy next to you even though you do the same exact job? I doubt it.

the only comparison i made to those agencies is they are both government agencies as well and certain paperwork has to be filled out for them as well......We all have to fill out forms when we are hired...It is just another box that could be checked.....But if there is a single mom and a 16 yr old kid i would like to see the hoh get the bonus.....JMHO....And who cares what the guy thinks he should be paid...Unless you are in a union there are different scales for the same job everywhere.......Everyone else can work out the details....I am a big picture guy.....I can not be bothered with such minutia....Were you on debate team???
