How is that not a 15 yard penalty? That will definitely draw a fine. More brutal officiating in the NFL...go figure.

The NFL officiating is a disgrace. Heath Miller takes a forearm and helmet to the head while in a defenseless position and not even a flag. Harrison would be getting another $75,000 for that hit.
