Why the hell did milw give up

That was the worst coach game I have ever ever seen. Milw sown 14 with 1:50 to go Atlanta pulled there starters. Why doesn't milw foul and try to extend the game. They cut the deficit to 12 with 1:10 STil no fouling. I dnt get it. Skiles just sitting on the bench looking like he's going to cry. I dnt unsertaand how u dnt try to extend the game foul and see what happens. U hit a three they miss 1/2 ft it's a 10-11 point game w 1:30 to go. Makes no sense
